Building Stronger Communities Together: How Fulton County Partners with QuestCDC's Supportive Services Team

For 25 years, Quest Community Development Corporation (QuestCDC) has worked to advance economic and social justice on Atlanta's Westside — creating intentional communities where residents can build stable, sustainable futures. A key part of that work is made possible through an ongoing partnership with Fulton County.

A Shared Mission

Fulton County's Department of Community Development exists to strengthen people, families, and communities through partnerships with nonprofit, private-sector, government, and citizen organizations. QuestCDC is proud to be one of those partners, working alongside the County to expand access to housing stability, supportive services, and economic opportunity for Fulton County residents.

This partnership reflects a shared belief: that lasting change happens when government and community organizations work hand-in-hand, combining public resources with on-the-ground expertise to reach the residents who need it most.

How Fulton County Grant Funding Supports Our Work

Fulton County channels resources to organizations like QuestCDC through several funding avenues, including:

• Community Services Program (CSP) funding, which supports nonprofit-delivered services across categories such as homelessness, senior services, disabilities, and economic stability/poverty relief

• Community Development Block Grant (CDBG) funds, used for a wide range of community development activities that benefit low- and moderate-income residents

• HOME Investment Partnership Program funding, which supports affordable housing and, at times, supportive services for individuals and families experiencing or at risk of homelessness

• Emergency Solutions Grant (ESG) funding, directed toward homelessness prevention and rapid rehousing efforts

Through these partnerships, County dollars are translated into direct, measurable impact — permanent supportive housing, transitional housing placements, and benefits management support for vulnerable residents, including formerly homeless individuals, seniors, and veterans.

What This Partnership Looks Like on the Ground

QuestCDC's Supportive Services team works closely with Fulton County to:

• Connect residents to stable housing, including permanent supportive housing and transitional housing programs designed to move individuals and families from crisis to stability

• Manage benefits for vulnerable populations, including SSI recipients and veterans, ensuring residents receive the financial support they're entitled to

• Coordinate wraparound services that address the full picture of a resident's needs — not just housing, but the stability services that help housing last

• Report on outcomes and impact, aligning with Fulton County's emphasis on results-driven, evidence-based programming that demonstrates real improvement in residents' quality of life

This work happens within a broader network — Fulton County's Human Services Delivery Network — that brings together nonprofit providers, community-based organizations, churches, and local government around a shared goal: improving outcomes for Fulton County residents, particularly those with the greatest need.

Looking Ahead

As QuestCDC marks its 25th anniversary, our partnership with Fulton County remains central to the impact we're able to deliver on the Westside and beyond. Public investment paired with community-rooted service delivery is what allows programs to reach residents at the moments they matter most — whether that's preventing an individuals' homelessness, helping a senior manage their benefits, or supporting a veteran's transition into stable housing.
